The Department of Energy (DOE) pays for WAP, which is run by local companies that follow their rules. They use a Savings Investment Ratio to decide the request of projects (SIR). Also, older people usually plan to stay in their homes for less time because they don’t have as long to live. So, the 12% annual savings on utility bills from Energy Star for new windows have less of an effect on the calculation of return on investment.
With USDA Section 504 grants of up to $7,500, new windows could be bought and put in, as long as the project fixed any health and safety risks.
This is what the senior must do to be eligible:
• Be the owner and live in the house.
• Reside in an eligible rural area
• Not able to get a loan anywhere else (bad credit)
• Have a family income that is less than 50% of the area average
• Not able to pay back a loan for repairs
